He wanted the transfer policy to be stopped and he wanted the other white parents to stop fleeing. “If you have a child at this school, next year bring that child back to this school,” he told the crowd. He vowed that he would not transfer his little girl from the school and that the board needed to review the transfer policy and stop the white flight. The issues of race and ethnicity were covered for the moment and the focus was on how non-English-speaking children were taking up the teachers time.

Latinos stuck to themselves either because of the language barrier or because of fear. Longtime residents didn’t trust the newcomers because they couldn’t speak to a home on the field 21 them.
