This, for example, is the case with "pure" loans. Loans not accompanied by other relations cannot be self-enforced. The borrower would always be better off reneging once he had received the loan, and thus the loan would not be granted. A third party, however, may be able to enforce the terms of the loan, thus making both parties better off. Third-party enforcement requires, besides the power to enforce, the commitment to enforce and the ability to adjudicate. Enforcers tend to differ in their ability to adjudicate.

The state, however, enforces only a small part of the agreement between husband and wife. The agreement regarding the amount and quality of homemaking services the husband expects from his wife, and the reward she expects for them, are largely self-enforced. They are also enforced to a moderate degree by non-state institutions such as the church. Short of divorce, disputes regarding the terms of the agreement tend to be resolved within the household (or by the church); the courts seldom intervene in resolving them.

For instance, for the past several decades, Israeli and irregular Lebanese forces have been able to operate sporadically inside each other's territory. Exclusive power seems to imply a unified control of that power, sometimes in the hands of one person. If we fudge about the extent of "exclusivity," the exclusive-power definition may apply to despotic states in which the despot is the sole controller of power. In some rule-of-law states, however, a "separation of powers" prevails. Consider a territory in which individuals with collective power employ their protector.
