Beginning in the 1870s, county normal schools were especially attractive to education leaders in the Midwest who were concerned with preparing teachers for rural schools; these leaders saw county normals as a rural version of municipal normals. 28 The growth of teacher education in academies and colleges, teachers’ institutes, and non-state normal schools was evidence that the commonschool crusade enjoyed a certain degree of success by the mid-nineteenth century. Their “conscience” awakened to the necessity of teacher education— or at least the potential market for teacher-training classes—leaders of academies and colleges, like the founders of private normal schools, added these new programs of study.
