In addition to this challenge was severe overspending to the tune of £100m per annum. Therefore, in addition to improving quality of services in line with users needs and government service reform policy there was a need to do this with reducing resource in order to bring the service out of the red.

By general agreement and in spite of the best efforts of the staff nor does it adequately and consistently meet local need. There is little additional money to invest and therefore the deficiencies cannot be resolved simply by adding new components. (Omega 2003) The service users and carers have described how they experience the service now. They find good intentions and commitment but a fragmented and unresponsive service that overlooks ordinary but important needs. The services appear to be overstretched and impoverished in ways that convey a lack of value and humanity.
